Detective Lohman along with Assistant State Attorney Lisa Broten have failed to protect the basic rights to safety and protection from physical abuse while in the custody of an alleged physically and sexually abusive parent.

The twelve year old autistic, mute child came to the attention of the police after having been treated at a hospital emergency room for a severe hematoma.  The physical location of the injury was in the left groin, in the area of the left femoral artery. The injury was the size of an adult human hand. The injury was sustained  while in the care of his father. The injury was fresh. The child was taken to an emergency room where the injury was described and photographed.

I spoke with Detective Lohman just after he denied protection of this child  because “the child was not able to communicate”. The child is able to communicate and has rights under the Americans with Disabilities Act. The child was denied his due process rights by Detective Lohman and ASA Broten.

This episode occurred Sept. 20^th, 2015.

Further, having placed this child in jeopardy because a police investigation failed to take appropriate action, Detective Lohman is now providing information to a court in Pa. testifying on the father's behalf, as the mother is seeking a protective order based on extensive evidence  of harm to two children. The father is seeking to have the witness to his son's abuse, the child's sister who is 14 years old and an abuse victim herself, institutionalized. The father is attempting to have both children institutionalized, removed from the mother, whom the father wishes to have absolutely no contact with her permanently since abuse has been reported. As a result of Detective Lohman's

 inaccurate statements and incomplete investigation the child was allowed to resume unsupervised weekend visitation with the father. Detective Lohman along with Bobbi Feher of Howard County Child Protective Services, have made a number of false allegations against the children's mother, alleging coaching and false allegations being filed against the father.

The lives of these two children are in grave danger.

As you will note from the articles attached, this is not the first time that I have come across the reckless, merciless, callous actions of the Howard County Police Department/Courts in conjunction with Howard County Department of Social Services. Their actions and inactions have been nothing if not brutal, barbaric, vicious. These agencies have been allowed to function with impunity and immunity but not without notice.

I refer you to the case of Jase Bouma written about extensively on USWHISTLEBl.OWER.ORG.

There are  hundreds if not thousands of cases that have been subject to the multiple malfeasances of a profoundly dysfunctional system, as per my direct experience and ongoing information and observation as indicated in my articles, dealing with Howard County Maryland Courts, Court Actors, Police and Department of Social Service. Communications with your State Attorney Dario Broccolino have met with the most frustrating, ignorant, useless inaction.

I hope that your office will give these matters the attention that these victims deserve and that you will get back to me with word of your thoughts and intentions in this regard.

The Foundation for the Child Victims of the Family Courts is asking that all citizens become aware of a plague on our children represented by the ability of courts to remove parental rights, transfer children into the hands of obsessed abusers whom are then allowed by law and unethical medical, legal, mental health providers to physically and emotionally devastate children. Children removed from a protective parent into the hands of a parent whom has defamed a former spouse for revenge and or profit motives can isolate a child (children) by totally excluding the protective parent from any form of contact or reporting to police, child protective services or any further court intervention through custodial control.

The  ingredients for a criminal enterprise in the Family Court involve an association of “criminally like minded” cohorts.  A “criminally inclined” attorney with contacts in  the world of corrupt providers critical to custody assignment, criminally inclined judges, agreeable to pass on the suppression of evidence which would reveal perpetrator behavior,  criminally responsive mental health providers, willing to assign unfounded toxic diagnoses to unwitting parents, guardian ad litem, who file false reports and opinions, expert witnesses and other court associated and assigned actors willing to aid and abet criminal activities in the courts, create the fabric of  corrupt courts in which children are exchanged on the basis of money and power.

Protective parents whom have lived this phenomenon need no explanation for the experience referred to in this petition. For those whom have not experienced this devastating phenomenon, no

explanation is possible, but we encourage you to read USWHISTLEBLOWER.ORG, the online press for the FCVFC.ORG  and become aware.

The Foundation for the Child Victims of the Family Courts (FCVFC.ORG) encourages the public to contact their legislative representatives to ask for the creation of courts governed by the rule of law, free of massive racketeering. Protect children from obsessed abusers whom isolate children from a protective parent for purposes of unchallenged access to control for goals of devastating abuse and destruction.

Between 2003 and 2011 little Madi was sentenced by the Family Court of Columbia County Arkansas to unsupervised visitation with her father whom was a substantiated sexual abuser in Louisiana. The abusers father had served as a Judge on the Arkansas Supreme Court and worked as an attorney. Business connections with members of the Arkansas Attorney General's Office protected the abuser from prosecution. At the onset of forced visitation with her father Madi was screaming, crying and clinging to her mother's leg to keep from being passed over to her father. In Mar.'06 the child was taken to the pediatrician for chaffing and severe rashes in her “private area”. The father owned several well known bars that had the reputation for serving drinks with date rape drugs to young women who attended the bars. The health department was involved in investigations as was the drug task force of the FBI. The bars were shut down for “non payment of sales tax”. The perpetrator was caught with a counterfeiting plate, and never prosecuted. There was hard evidence of drug trafficking, possession of drug paraphernalia, possession of ography. The perpetrator continued as untouchable – even admitting to all criminal actions.

Columbia County authorities stated to the mother of an ex wife of the perpetrator who was fighting for custody of her son, “We will bankrupt you if you keep seeking court action against our client”. The mother in question attempted to pursue custody of her child based on ample evidence. She lost her home, her personal finances and her child. The perpetrator was given custody of the child, and was able to leave the state of Arkanasas to move to Missouri, where he is supposed to be on a sex offenders list, but isn't. Madi's mother and grandmother joined forces along with other unlikely forces to protect Madi as much as possible from abuse during forced visitation with her father.
